The
Washington County Geographical Information Systems Department currently
maintains a database of all Washington County parcels.
This consists of 9593 parcels within the county boundaries and
covers a total of 336 square miles.
Several different map layers are maintained to provide up to date
information to the County’s residents, businesses and prospective
business clients. The map
layers currently maintained by the department include the following: |

Cadastral
– Parcels and
ownership information

Soils
– Showing detailed
soil information and land use applications
- County
– Depicting subdivision lot line, jurisdictional
boundaries, water
features and transportation such as railroads.
- Flood
– Delineating 100 and 500 year flood zones as shown on the
FIRM maps.
- Roads
– Detailed road coverage with new address ranges maintained
for e911

| Layers currently under
construction or development include the County’s water-works system
and the new US Hwy 64 location. |

Customized
Maps
The Public has several options of customized maps available to them in
the Washington County GIS Department.
The Public can select and define a geographic area of need and
using the Public Access terminal produce an 8 ˝” x 11” map.
The Public Access terminal has several information layers
available at this time. The
cadastral layer, showing parcel boundaries, the road centerline
coverage, the floodplain coverage and the soils and landuse coverage.
Once a parcel is selected on the terminal the ownership
information will print out on the map.
A user may also designate or select surrounding parcels within a
radius and receive ownership information on these parcels. |

| If the Public desires or needs a
custom map and analysis to be developed by the Washington County GIS
Department a request needs to be made to the Department Manager.
The availability and delivery for custom maps is dependent upon
staff availability and workload. The
largest size custom map that this office can produce internally is a
40” x 30” map due to equipment limitations. |

Special Projects
The public may request copies of our digital coverage.
At the current time, if a request is made for a countywide
coverage of one or more of our layers the only media available for
transfer is 4mm tape. If a
user defined geographic area is specified that is, compact enough to fit
on a 3.5 floppy disk that
media will be used for transfer. Our
system is operating in a Unix environment but data conversion can be
performed to be compatible with IBM environments. |

Reports
The public can request reports from our ownership database.
These reports are normally printed on 11” x 17” greenbar
report paper. The public
may define report parameters such as acreage, address and location.
The public may also request copies of the standard alphabetical
and numerical indexes for the County parcels. |

What
is a PIN number? |
|
Each
parcel of land on the GIS database is assigned a unique
identification number. This
number enables our department to index and store attribute
information about each parcel.
In Washington County, the PIN number is used in the GIS
office, the Register of Deeds and the Tax Administration office.
This allows a user to cross reference information about a
parcel.
The
PIN geographically locates each parcel of land.
The PIN is derived from the central point of a parcel of
land using a
combination of the easting and northing grid coordinates.
These coordinates are obtained from the North Carolina
State Plane Coordinate System.
As
stated previously the PIN geographically references a parcel to

What is GIS?
|

GIS
is an acronym for Geographical Information Systems. This term is used to
define a system that allows for queries and analyses of spatial
data from different
sources whose functionality offers the ability to manipulate,
analyze and visualize the combined data.
In everyday language, this translates to a computer system
that takes information about a geographic area and allows users to
combine data, manipulate data and visualize data for that area. |
